INSTANT MESSAGE RELAY SERVICE CHANGES
The Federal Communications Commission (FCC) requires users of Internet-based Relay Services such as Video Relay Service (VRS), Internet Protocol (IP) Relay, and Instant Message Relay Service to register their physical address and to obtain a ten digit telephone number beginning December 31, 2008.
The FCC is imposing these requirements so users of Internet based relay services can receive incoming calls and to enable Internet-based relay emergency calls to be routed directly and automatically to the appropriate emergency services authorities. You will be able to do the following after you register your physical address and receive a ten digit telephone number:
- Make an emergency call through AT&T VRS or AT&T Instant Message Relay Service and have the call, along with your ten-digit number and your registered address information, automatically route to the appropriate “911 call center”;
- Receive incoming calls from voice telephone users who dial your ten-digit telephone number; and
- Receive a call directly from another person using an Internet-based relay service.
When you register and receive a number from AT&T, you will be designating AT&T as your default provider which means all the calls you make and the calls you receive will be routed through AT&T. However, you have the choice to use another provider by accessing that provider’s website or by dialing their toll free number. In addition, you have the right to transfer your ten-digit number to another Internet-based relay provider. This is called “number portability.”
